The first day off is not on this sheet
New Year’s Day 2028 falls on a Saturday. 5 U.S.C. 6103 observes a Saturday holiday on the Friday before, which places the day off on 31 December 2027 — a date a 2028 sheet cannot show. The 1st of January is marked as the holiday; the day it is taken belongs to the sheet before this one.
Veterans Day does the same thing in November, on Saturday the 11th, observed Friday 10 November. November therefore carries three marks: the 10th, the 11th, and Thanksgiving Day on Thursday the 23rd.
Nothing else shifts in 2028. Juneteenth National Independence Day lands on Monday 19 June by its own fixed date rather than by any rule, and Christmas Day is a Monday, 25 December. Independence Day is a Tuesday. Martin Luther King, Jr. Day, Washington’s Birthday, Memorial Day, Labor Day and Columbus Day fall on 17 January, 21 February, 29 May, 4 September and 9 October.
A federal day can be added or moved by proclamation; what is drawn here is the statutory pattern and not any such announcement. It is the national list, not a statement of what any workplace closes for.
Printing it
The PDF has a real page box — A4 at 210 × 297 mm, Letter at 8.5 × 11 inches — so print at 100% and not fit to page. A5 and A3 are on the same control, portrait or landscape, week starting Sunday or Monday, ruled lines on or off.
Marks are black rather than coloured, which is what a mono printer will give you anyway. A twelve-month sheet has no room for names and marks the days only; a single month prints them underneath, with (observed) beside a day that carries an observance.
